I always remember the game had a very rich colour scheme. Did you forget Thunder Force IV? I nominate Ristar for inclusion on this list, as Ristar does a lot with animation, color use, and some additional special effects.

I took a look through my Genny collection. Bio-Hazard Battle is another graphically impressive game with multi-sprite enemies and just great graphics all around.
Might be worth an honorable mention. I always was impressed by the Ecco games. Especially Ecco:Tides of Time the second game on the genesis.
If anything its art direction is nice. Wow, never knew Virtua Racing looked this good. Good selection of games there.
